The Ministry of Energy launched this Modernisation Fund call (state-aid scheme Order 745/2026) on 14 August 2026 with a €150 million budget for new stand-alone battery storage connected to the transmission or distribution grid. Applications are submitted in MySMIS2021; the original window of 1 September to 30 October 2026 was extended by an official notice on oportunitati-ue.gov.ro to 15 November 2026, 23:59.
Romanian companies, including SMEs, qualify if their articles include CAEN Rev. 3 division 35 (electricity production and supply), they pass the financial tests (debt-to-equity below 7.5, or a bank comfort letter for new firms with at least RON 100,000 share capital) and have no tax debts. Grants cover up to 100 % of eligible costs, capped at €69,000 per MWh and €15 million per enterprise. Projects need at least 1 MW and a capacity-to-power ratio of at least 2:1; lead, NiCd and NiMH batteries and co-located renewable-plus-storage projects are excluded. Implementation must finish within 48 months and the grid connection approval must be filed before the first payment request.
For installers: EPCs with grid-scale BESS experience can still support last-minute applicants until 15 November 2026 with technical documentation, cost estimates and supplier quotations for LFP containers.
