The Ministry of Environment approved the Casa Verde Baterii financing guide by Order 1.904/2026, published in the Official Gazette no. 775 of 14 September 2026. The programme has a budget of RON 400 million and targets households that are already prosumers with grid-connected PV. AFM covers up to 75 % of the project value, capped at RON 15,000 including VAT, with a maximum eligible cost of RON 1,500 per kWh; the applicant pays at least 25 %.
Eligible systems are lithium-ion, LiFePO4 or sodium-ion batteries of at least 10 kWh (no lead-acid) with a minimum five-year warranty, at least 5,000 cycles and a mandatory BMS; the storage system, hybrid inverter, installation and commissioning are eligible costs. Scoring: up to 50 points each for own contribution and requested capacity. Installers need an ANRE type B certificate and a contract with AFM; the session is opened by decision of the AFM president. The minister said registration could start in October 2026, but as of 21 October no date or installer-validation session had been published.
For installers: register for AFM installer validation as soon as the session opens, pre-qualify existing prosumers with hybrid-ready inverters, and stock 10–15 kWh LiFePO4 packs with 5,000-cycle warranties.
