Ukraine's self-production (net-billing) mechanism for active consumers, in place since Law No. 3220-IX and NKREKP Procedure No. 2651 of 29 December 2023, previously allowed only netting of exported against consumed electricity, a burden for simplified-tax businesses. NKREKP Resolution No. 1360 of 11 August 2026 amended the Retail Market Rules and the active-consumer procedure: parties to a self-production contract may now agree on cash settlement with two separate flows – the consumer pays for grid electricity under the supply contract, and the supplier pays for exported electricity by the 15th of the month following the billing period. Netting remains available and the switch follows the supplier's commercial offer.
The green tariff for household SES up to 30 kW continues in parallel and is re-set by the regulator every quarter: Resolution No. 496 of 31 March 2026 applied from 1 April and Resolution No. 1612 of 29 September 2026 sets the rates in force since 1 October 2026.
For installers: for commercial rooftop PV offer clients the active-consumer route with cash settlement and ask their supplier for the updated commercial offer; for households compare the quarterly green tariff with self-consumption plus storage before choosing the connection scheme.
